Redeploying: job explorer, rerunning job pairs, queue sizing

I have requested redeployment of StarExec to push out a number of improvements here and there:

— the job explorer page is further improved: there is a column for unknown answers, and you can click on entries in the table to see job pairs for that solver configuration with the particular status (solved, incomplete, wrong, etc.).  This is a further enhancement requested by Clark Barrett.

— the number of pending pairs in a queue is now a function of the number of nodes in the queue.  This should make StarExec behave more responsively to new jobs submitted on shorter queues.

— on the job explorer page, there is now an action that will let you re-run job pairs with a certain status or with time 0.  Occasionally StarExec may fail to record results correctly for a small number of job pairs due to contention for the database (for example), and so this feature will let you re-run job pairs that look incorrect (by class only — though we could add a feature to rerun by pair id if need be).
